Perhaps a better terminology for those who adhere to "S Scale" (as
opposed to tinplate or AF/Hi-Rail) would be a "Buy-Railer" (one who
only buys ready to run items such as AM or SHS sets and rolling stock
with little more effort than opening the box) and a "Low-Railer" (one
who builds some things to scale and buys the rest RTR or built by others).
Where do we draw the line? We can't - I suspect that even the most
ardent modeler in any scale has brass or RTR equipment mixed in with
scratch or kit built stuff. Conversely, even the "Buy Railer' has to
lay track, hook up power etc. and assemble an occasional
snap-together building.
But in the end, all this terminology stuff belies the point of what
motivates interest in the hobby and that's fun! When it ain't fun
anymore, it goes in a box or gets put up on eBay. Meantime, building,
buying, or a combination of both, offers many hours of enjoyment
without the label!
