Sometimes you can improvise. Rivarossi used to include a nut driver with some 
of their 
locos that was nothing more than an appropriately sized allen head cap screw 
with a 
plastic handle. Frequently you can find cap screws at well stocked hardware 
stores or 
hobbyshops, in both metric and inch sizes that they don't normally carry nut 
drivers for. 
Of course, steel is preferred, but in the smaller sizes, brass is adequate 
(though they may 
wear faster - buy a couple of spares). Add a dowel with a hole drilled into it 
that is a tight 
fit, plus a dab of epoxy, and Presto!, a quick and dirty nut driver at a 
reasonable price.
