I've shipped many items all over the world from Brazil to Hong Kong without any
problems and without signatures. I'd hardly call the request for a particular
method of shipment fraud, especially since they pay for their items before I
ship.

I just had an incident with a potential buyer from Ebay who wanted to have
merchandise
shipped out of the country. As others have mentioned before, you have to watch
the details.
For those who do ship out of country, remember to use Express Mail as it is the
way to get a
signature at the other end. My buyer wanted me to use Priority Mail which
doesn't require
the signature. Some countries don't have the return signature availability as
others.
