Actually there is a problem is using PayPal.  If the buyers states that they
never received the package and there is no signature on the other end then
PayPal will reverse the charges and the person will get their money back and
you lose out.  I had this happen once and lost about $250.

You do have to be careful shipping overseas. I do not worry too much about
it unless it is a big order.

Got to agree with Ed, it should be up to the buyer to decide what shipping
they want. As long as they pay the rate quoted and accept any restrictions
i.e. no insurance. I do agree there is a risk of someone claiming they did
not receive an item however that applies regardless of where it is sent.
Model railroaders are honest folks and it's a pity to penalise people for
the sake of a very very small minority.

I've shipped many items all over the world from Brazil to Hong Kong without
any problems and without signatures.  I'd hardly call the request for a
particular method of shipment fraud, especially since they pay for their
items before I ship.

I just had an incident with a potential buyer from Ebay who wanted to have
merchandise 
shipped out of the country. As others have mentioned before, you have to
watch the details.

For those who do ship out of country, remember to use Express Mail as it is
the way to get a 
signature at the other end. My buyer wanted me to use Priority Mail which
doesn't require 
the signature. Some countries don't have the return signature availability
as others.
