Gerry, For 63" drivers you might try Alan Gibson. They have some S scale 62 1/2" drivers, 16 spoke, 11" throw part No. GS862. These come with an 1/8" axle, and are definitely for scale use only, as they are, I believe code 88, meaning 0.88" tire width, quite suitable for P-64, but shouldn't be much of a problem on any scale track if it is smooth. They also have no counterweights, so you can easily make your own correctly instead of having to alter something that isn't right. If your AM Pacific doesn't use 1/8" axles, you should be able to use bushings to make the adaptation.
I have some of Alan Gibson's drivers for one of my projects, and they are beautiful. They are engineering plastic centers (spokes) so you have to figure a way to get power from the rims. Jumper wires or conductive paint are options. Hope this helps with your quest.
