Actually, Beveridge did offer a conversion kit for the PA's that had all six axles powered - I had two of 'em, back in the day. They ran like champs, too.
The only thing I would suggest to anybody offering six-axle locomotives would be to have the trucks swivel between the outer two axles, to reduce overhang on curves.
