Rusty,
     Actually both are true.  There was a definite evolution of PRR's paint 
colors, especially 
on the freight side.  A look at a color photo of PRR cars will show a wide 
variation of 
shades within the same photograph.  Of course the model paint manufacturers are 
always 
changing.  On purpose or otherwise!  I remember back in my less enlightened 
days using 
Floquil "Tuscan" on anything PRR.  Of course the freight equipment should have 
been 
"Freight Car Color", a browner shade, and the passenger cars should have been 
"Tuscan 
Red", a vastly different shade than the Floquil stuff made for SP freight cars. 
 Lately, we 
have a broader choice of "PRR appropriate" colors.  We even have a committee 
from the 
historical society that advises paint manufacturers.  They have discovered that 
PRR fans 
are a marketing force to be reckoned with. ;~)  Now, if you want to hear about 
my trials 
with the "Grays" of NYC, just let me know. :~0
