I think that is crucial to keeping out spammers. I have been moderating a Gilbert HO group which was designed as a replacement for a spam infiltrated group on the same subject, whose moderator, I surmise, may have died. We only moderate new members and that has kept us spam free. I think the spammers love the groups they can join with approval. They get in fast and send out their spam. If they get caught and expelled, they just go to another group and do it all over again.
