I'd strongly encourage looking at the Linn Westcott introduction to the MRR 
Locomotive Cyclopedia for an explanation of the basics
of steam locomotive design; it is as good a brief overview as I've found.  I'd 
recommend any serious model railroader own a copy,
as they've been around long enough that they can be found often quite 
reasonably on ebay.  If that is the one you were thinking of
you can probably find one for much less than the Kalmbach new price (which 
could well be $50).

As to valve gear, I suspect some of the HO components for larger locomotives 
might work in S scale.
