When I scratchbuilt a 19000-series NYC caboose in 1962, I pasinted it Floquil 
Tuscan Red.  This appeared to be an excellent match to the real ones, which I 
saw on occasional railfanning trips to Syracuse (up from Ithaca).  When I 
acquired two brass G&W 19000-series cabooses I painted them with the same shade.

A modern Scalecoat equivalent would be Freightcar Brown.

However, if you want the faded version, or the color of the newer steel bay 
window cabooses, I have found Floquil "Zinc Oxide" to be an excellent shade.  
All my NYC bay-window cabooses are this color, including one I bought on the 
secondary market, already painted and lettered by a professional.

And yes, all NYC caboose roofs were car color.

Regarding roofwalks -- All 17000, 18000, and 19000-series cabooses had 
four-board roofwalks.  I have seen drawings in model magazines that show 
variations, but I have never seen real-life variations.
