Bob, Believe it or not I actually did use a decoder (receiver) like this for a brief period years ago with Dynatrol. (An analog command control system predating DCC.) I did this because the layout was just being started and I could move around with the Dynatrol throttles rather than being stuck in one place with a DC power pack. Luckily, I managed to switch to DCC early enough that I could sell the Dynatrol stuff using the Internet, by putting an ad on the usenet. This was way before ebay, of course.
