You might check the periodical index (depending on its current state of 
inclusiveness), as I think I recall a set of drawings for a C&G single-sheathed 
boxcar
in Mainline Modeler 10-15 years ago.  Otherwise, it will depend on how far you 
want to take accuracy.  The hotlink to C&G rolling stock shows both what
looks a lot like a USRA original or clone, as well as ones with fewer panels; 
the former could use an SHS car as at least a starting point, for the latter I'd
suggest you look for a Kinsman kit.  And if you are willing to go the 
contest-quality level, you could use Northeastern wood sheet and shapes, or 
more 
commonly these days, Evergreen styrene.  The radial roof would probably require 
formers with the styrene sheet bent over them.  Nothing terribly unusual
involved.  The hardest part may be the decals; I have no idea whether anyone 
has ever made them, although I'd suspect HO sets may exist which would
then require you to buy a set and have a cooperative decal specialist print you 
off an enlarged set.
