Hi Bill:

I've actually been giving this some thought myself.  I think you' be into a ton 
of masking if you tried to keep static grass off your ties.  I'm thinking when 
I 
get around to giving it a try, I'll pluck bits of pot toppers and use a sticky 
craft glue to plant them between the ties.  Most modelers who try building 
grassy track, glue their grass on top of the ballast, but I will try gluing the 
grass down first and then sprinkling fine dirt down and around the grass and 
between the ties.  The devil will be in cleaning the ballast from the tie tops 
ahead of gluing it.  With the grass in place, I won't be able to level the 
ballast by running a brush or finger across the ties.   I'll probably have to 
use a fine artist's brush on each tie.  It could be very tedious but worth 
trying on a short stretch.  Like I say, this is all "imagineering" at this 
point 
but I like experimenting with scenery techniques.

This was discussed on the Proto-Layouts yahoo group a while back. Basically 
your 
choices are static grass or Silflor type material (Michael's Crafts "Pot 
Toppers" are a cheaper expedient to the pricey Silflor, but more work).
