Ed,

I think your problem was in using any type of Scalecoat over Rust- 
oleum primer.  The two are not very compatible.  You would have had to  
give that rust-oleum weeks to dry before top coating with Scalecoat -  
until it gave off no smell when put right under your nose.  Just try  
Scalecoat II right on the plastic or use their primer.
