More than likely it was due to mainline clearances (bridges,
overpasses and such) which also limited the height of the Niagaras.
I believe the AM domes were patterned after B&O's domes which were
lower to get adequate clearance under the catenary into Washington
Union Station. I rode the Capitol Limited several times and the dome
was always closed between Silver Spring and the Station (and vice
versa) for safety's sake.
