Yes, the USS Indianapolis was one of those particularly egregious official 
messes 
capable only of being effected by bureaucrats and the lockstep military/naval
mentality found in staff jobs.  There was a quite thorough book a few years ago
on the sinking of the Indianapolis, which I'm sure Earl obtained as soon as it 
came out.
