I wasn't really paying much attention to the source of Fowlers in S scale, as I 
probably shan't get buying any, but
several years ago I picked up a Westerfield Erie 36' Fowler urethane kit in HO 
(I think he only ever produced HO)
because it wasn't all that expensive and several people have praised his 
instruction sheets for their prototype history.
So there apparently were US roads using shorter Fowlers.

Of course, the D&RGW, which is really the prototype for the SJ kit (since their 
primary focus is Colorado narrow gage)
with Vulcan trucks, although neither of my O scale kits is going to be that 
(one RI, one Omaha), so I didn't even think
about them.
