While I'll agree that basic components are needed, not everyone is interested
in scratchbuilding everything...

Not everyone has their house custom built for them. Most seem to buy what's
already been built. However, decades ago, one could order a "kit house" from
Sears....

Maybe so... But, S Scale being the "scratchbuilders scale" doesn't help the
scale prosper. Availability of kits and even (shudder) ready built structures
would make the scale more attractive to mere mortals.
I'd wager that if the S Scale equivalent of the Walthers Cornerstone series
were available, it would sell extremely well, to both the Scale crowd and the
Flyer crowd.
And, I'd bet you'd also see some pretty creative kitsmashing.
