Dave,

That photo was taken a few years ago. It's not a model photo but a 
prototype one. It was a special passenger excursion train that ran on 
the former Chartiers Branch (I don't know if it still does). It is 
posted in the "prr_panhandle_pa" Yahoo Group's photo album.
