Personal opinion is that if cheep is one of the criteria then the person will
be destine for a quick exit from the hobby. Things like benchwork,
sub-roadbed, wiring and such done cheep will not perform reliably over time and
make the hobby frustrating. There is logic for controlling costs but I am not
sure how one would present that as it means trimming and how one would trim
would be a personal decision.
A suggestion is to talk about starting with modules like the NASG standard,
FreeMo or whatever is popular in your area so a layout can become operational
and costs can be controlled.
