I've used TMCC in HiRail,(an early version that can use an MTH DCS controller) 
so it does work for two-rail.  On parallel loops, the signal is strong enough 
to "broadcast" to the inner loop (at least with SHS track) and run a TMCC 
equipped locomotive without a physical TMCC connection.  Just set the AC 
voltage and select the locomotive.

However, the only thing Lionel has available currentl is their Legacy system 
costing about $350 msrp.  There is no "basic" system, just the one.  There 
doesn't seem to be a basic system on the horizon, either.

Legacy/TMCC uses the rails as a broadcast antenna and the locomotive requires a 
recieving antenna of some sort.  It's a propritary system, and only one company 
is licensed to make recievers.  They're bulky and expensive when compared to 
DCC decoders. 

Lionel once relased TMCC code to the outside world, and the tech-savy modelers 
leapt on it.  So did MTH...  That why I can use a DCS controller.  

Lionel no longer releases the code to the geneal public and is reluctant to do 
any more licensing.  So I don't see scale folks lining up to refit their 
railroads for Legacy/TMCC.
