I'm not that familiar with the HO stuff. I'd make a copy of a K-28 plan and carry it with me to check out at the LHS or a swap meet. Bachmann made an outside frame 2-8-0 in On30 that was fairly small for O scale. Maybe that's another possible starting point.
Of course, you know the K-28's only went on one barge ride, so it is an atypical event, but one did look neat in the picture.
