It has a bunch of parts that you can assemble in various configurations. While this is plastic, it seems like this could be done in other materials. I gather from HO modelers that the nasty language level is fairly high during assembly, but it's workable- I've used some of the pieces myself. S scale parts should be a little easier to handle.
