To add to Bob's comment, the UP does not use concrete ties here either, they do 
use them in the more arid regions like New Mexico.

Well John, I'm certainly not a slobbering Pennsy guy.  However, our     area of 
the state is actually tropical in nature--mold, moisture.     & humidity is 
often a everyday thing.  Last year, because of a     major drought, was 
different.  


There were certain areas, because we're just above sea-level and     particular 
soil conditions where they lay a fabric like mat down     under railroad bed.
