Just so there is no misunderstanding, All 2 rail wheels must be insulated on 
one side unless you are running outside 3rd rail or running off overhead.

Drivers can be turned on any of the samll hobby lathes such as Unimat, Sherline 
or the Harbor Freight offerings.  Granted bigger machines make the job easier 
and go faster, but many a drivers have been done on these little machines.  
Besides the need for a lathe, there are several other items needed to do the 
job such as a press, fixturing, collets and mandrels to hold the wheel centers 
and tires.

Additionally a little machining experience is required as well.  You can learn 
by trial and error, but a little tutoring by an experienced machinist may save 
a fatal error in ruining a set of driver centers.

Around here it is hard to find any industrial art classes in basic machine 
shop, but there are hobby machining clubs.  We have one in the next town over. 

Good luck. Thats what makes Diesels so appealing.
