I think I have four AM S12's.  All of them are scale with the low speed 
gearing.  I may be able to offer some input on your questions:

"How well does the American Models S12 run at slow speeds in a switching 
operation?"

It performs "good".  Not as superb as an SHS EMD switcher, but very good 
nonetheless.  I intended to use them to augment my SHS switcher fleet on my 
little Kansas City West Bottoms switching layout.

"Is there room for a sound decoder and what is the stall amperage?"

Yes, there is room.  I ordered some of the Tsunami Baldwin sound decoders and 
speaker enclosures obtained from Jeff Smith's RME offerings.  All of the stuff 
appears it is going to fit.  However, I have NOT installed any of it as yet.

I can't help you with the stall voltage for I do not know.
