The RTR cars Sn3 cars from PBL have the cut levers installed. (PBL calls them RTO, or ready-to-operate; to me RTO is Really Terrible Orchestra and there is a local edition in my area :-) And yes, you don't need to build all your cars from kits in Sn3.) Some of the newer Sn3 kits have preformed ones, some older ones had all the eyelets, etc. to mount them, but the builder had to build them. Of course the kit builder doesn't have to put them on, but to me, they're not that much more work.
