After I painted the RS-1, I sprayed it with Testors Glosscote (see text after large picture of truck wheels painted, slightly over halfway down the page). The decals were applied after the Glosscote dried.

models, they work best on a glossy surface.  Straight Floquil will not give you 
a good decal surface, which is what this construction article used.  You'd be 
better off using Scale Coat 1, depending on your color choice.  Apply the 
decals and then overspray with a dullcoat clear.
