Assuming you have access to an airbrush, what Ed said: I mix Scalecoat gloss 
and flat in several ratios to get various degrees of flat or semi-gloss. 

I caution everyone about Testor's dullcoat--it will cloud up and ruin a paint 
job if exposed to certain kinds of oversprays. (Ask Dick Karnes for specifics). 
The stuff is intended for plastic airplane modelers.

Between Floquil and Scalecoat, every situation can be covered--pun intended.
