Jim,
        I'm not sure either, but your 1960's date seems correct enough.  The 
note I'll add here is that when RR's started enclosing the racks, much of the 
work was done at a place called Paragon Steel in Novi, MI.  This was on the 
PM/C&O 's Toledo to Flint line about 6 miles from my parents house where I used 
to ride my bike (Some things never change!) to railfan.  It was about two miles 
from Ford's Wixom Rd. Assembly Plant, which I think is now closed.
