I think so, although I am skeptical about non-commercial licenses. I find two good recitations, one by shaikh Hudhaifi (http://www.versebyversequran.com/data/Hudhaify_32kbps/012108.mp3), and the other by shaikh Minshawi (http://www.versebyversequran.com/data/Menshawi_16kbps/012108.mp3).
