that is possible. but what is 'usually' supposed to mean? all packages i
know of support a PACKAGE_DATA environment variable. that would be
simple (and about time) to add to all the others.

compiling locally is bad, of course YMMV. if apt is not the right
tool (designed for it, or not), i'd still be interested in why.
