Build it yourself.

Even 12.04.2 LTS still ships GNU make 3.81 (and I don't think Debian or Ubuntu have fixed that in their versions, but I might be wrong. 3.81 is at least still broken in 10.04.4 LTS.)

For the record:  3.82 was released in 2010 (or even earlier).
