No, it's a bug in GNU make, fixed in make 3.82:

I still get a timeout during ptestlong, while running directly works (well, the test fails because of the segfault, but at least I don't get stuck) ; and I'm now using make 3.82.

I'll try to add the patch given in the python upstream bug I pointed to, to see if that helps.
