According to the docstring of PolynomialRing(), the base ring of a polynomial ring has to be commutative. However, it is clearly possible to create _univariate_ polynomial rings over non-commutative rings. Do you know of any code that relies on the assumption that the base ring is commutative? (There is certainly code that goes out of its way to work with polynomials over non-commutative rings.)
