As we all know, it is very hard to estimate schedules for software projects. Trying to manage such dependencies within the scope of GSoC would complicate evaluation of individual work extremely difficult for program admins and mentors. Please keep it simple and base the proposals on existing functionality only or provide clear contingency plans if you absolutely must rely on someone else's work.
