Maybe this is naive, but if you're testing a change from the old situation, 
where Python 3.13 was not allowed, to now allowing it, I might imagine that 
you would test it on standard supported platforms, like OS X with Python 
3.13 installed via homebrew. We should back out the change until it's 
implemented correctly.
