this package is broken, because cbc is broken, and has been broken for more than a year.
Recently I tried and failed to fix this in <https://github.com/sagemath/sage/pull/40964> where one can find more info. Cbc has to be upgraded. This needs a number of extra packages added. Including one which is kind of a mini-distro itself, with its own build system, see <https://www.coin-or.org/> And it doesn't work out of the box for our purposes.
