Really? By the change in #39030, missing jupyter-sphinx is not detected, 
and that causes the problem. 

Perhaps the change was necessary for conda/meson, but then it caused a 
problem in sage-the-distribution side. 

Whenever things are removed for conda/meson, sage-the-distribution may get 
damaged (if I over-generalise).
