Well, another fix would be to make the documentation build not depend on the jupyter_sphinx spkg. For example, in the where case that package is not present there could be a dummy definition of the JUPYTER-EXECUTE directive. I don't see a good reason for the --disable-notebook option to break the documentation build. Your problem might be related with the change in "src/sage_docbuild/conf.py" of #39030 (https://github.com/sagemath/sage/pull/39030/files#diff-44710db7069c4a9b817b5603e38fa2153c59357baf4c66f51e6f123e54e835fc) Nowadays, every new problem is rooted in #39030.
