Because people haven't done the work to make it happen.

Are you in Asia.   There's huge usage of https://cloud.sagemath.com in
the US and Europe, so at least I have a strong server presence in both
places (in Europe via Google Compute Engine).  There's very little
usage of SageMathCloud in Asia, so I haven't bothered to start any
servers running there, which may be why it is slower for you.   Of
course, it depends a lot on what you mean by "slow".
