In theory yes -- it is open source:  https://github.com/sagemath/cloud

However, there are currently no directions.

I think your post is perfectly clear.     At present Sage completely
and totally fails to solve the problem "be a viable alternative to
(any of) Mathematica, Maple, Magma, and Matlab" for Windows users, at
least those who require a native version of Sage, and who can't use
Cygwin.     I'm not aware of any serious momentum towards a native
port of Sage.

A port like you want would probably cost several million dollars and
one year (minimum) to create, and require significant fulltime effort
by 2-3 people afterwards just to maintain and support (so maybe
$500K/year).    If I had the resources to make such a thing happen, I
would.  But I don't.
