I think all the `wrap_ring` and `ring_wrapper` stuff can go from
`polynomial_libsingular`. I think this was only there to provide a
dictionary key for the `ring_refcount_dictionary`. Any code that uses it
is liable to require change anyway, so deleting it is probably a good
thing.
