the new libgap spkg needs to be mentioned in
{{{SAGE_ROOT/spkg/standard/deps}}}, as it depends on GAP, but this is not
done.
Also, libgap needs to be mentioned in {{{SAGE_ROOT/spkg/install}}}, AFAIK.
