Atlas is the only BLAS implementation around that does tuning on the fly,
AFAIK. Why is this needed for the vast majority of users, it's unclear.
And Atlas is mostly a 1-man project.
I'd say that ideally Sage should accept any (sufficiently compatible)
BLAS/LAPACK implementation.
