Would it make sense to special case ia64 machines like iras, and just
build the old ATLAS (and then would we also need lapack and blas)? It
would increase the size of the spkg considerably to include the old and
new versions, but disk space is cheap. If the new version is much better
on most platforms, it might be worth it.
