Comment:

 Part of the problem is that the padic rings and fields inherit from
 sage.rings.ring.Ring, but they never call ring initialisation.

 There are cases in which calling `__init__` of the super-classes is a bad
 idea, as it gives a speed regression. Question to users of padics: Are
 there cases in which one needs to create very many different padic rings
 and fields? If "yes", then shortcutting `__init__` makes sense. If not, it
 would be cleaner to call `__init__` of the base classes.
