The rebuild of MPIR, MPFR and MPC gets triggered by the GCC spkg's `spkg-
install`:

cd "$SAGE_ROOT/spkg/installed"
rm -f mpir-* mpfr-* mpc-*

(It would IMHO be much clearer if that was part of the `make` receipt for
GCC.)
