To be more specific, this was added in #8052:

Checks for the library function sqrtl() which will be found on modern
systems, but may not on older systems. A warning is issued if the library
function does not exist, but the build continues, to aid porting efforts.
(I believe FreeBSD may lack this).

I don't know whether this is actually true, though, nor where the Cygwin
build gets its sqrtl in that event.
