confuse those not familiar with sage's odd build system. Maybe we should
move it to be under the build directory?
My hope is to converge to a more standard build system, so having
`./configure` at the top-level makes the most sense. And even if it
confuses people, doing `./configure && make` like the usual packages still
works.
